hardPayroll Specialist interview question

Your company has employees in several Indian states. What changes in payroll from state to state and how do you manage it?

What the interviewer wants to hear

  • Professional tax applicability, slabs and filing differ by state
  • Labour welfare fund and shops and establishments rules differ
  • Minimum wages and holidays vary by state
  • Use work location, not home address, to apply rules
  • Maintain a compliance calendar and registrations per state

Model answer

Several payroll items are set by states, not the central government. Professional tax is the main one: some states levy it and others do not, and slabs, deduction months and filing frequency differ, so I would configure PT by state in the payroll tool and keep the slabs updated. Labour welfare fund contributions also apply in some states with their own amounts and periods. Minimum wages and festival or national holiday lists differ too, which matters for factory and field staff. The rule I apply is based on the employee work location as per the establishment registration, not where they live, and I handle transfers by changing the location from the effective date. For each state I keep the employer registrations, a compliance calendar for payments and returns, and an owner. I also review notifications regularly, because rates and slabs change.
