Inside stroke and CSS borders

A card is 320×200 in Figma with a 2 px inside stroke. The developer writes width: 320px; height: 200px; border: 2px solid. What else keeps the outer size at exactly 320×200?

A.outline: 2px instead of border, since outlines add to widthB.box-sizing: content-box, so the border is added outsideC.box-sizing: border-box, so the border sits inside the 320×200 boxD.Nothing, because CSS borders never change the size
