JavaScript site not indexed

A new React single-page app loads all text and links with client-side JavaScript after the page loads. Few pages are indexed and Search Console shows "Discovered - currently not indexed". What is the strongest fix?

A.Add more keywords to the meta descriptionB.Use server-side rendering or static generation so the HTML already contains the main content and real <a href> linksC.Submit each URL manually through URL Inspection every dayD.Add a meta refresh tag to every page
